These build on the facilities you're quoting: Phoenix uses hot reload to enable smooth local development, Phoenix pub/sub builds on OTP distribution, Docker builds use OTP releases, ETS tables are everywhere... Mnesia is the only major piece that I agree is left out, for good reasons (it's fine software but really not built for cloud deployments).
