I'm surprised you did a double take, considering the article is about aspartame, a replacement for sugar. What would the other choices be when you're talking about substitutes? Why would you expect the inclusion of items that are not substitutes?

Because sometimes people arent replacing sugar water with aspartame water, they are replacing water water with aspartame water.
