Why is it reminiscent of chattel slavery?

  The visa is a contract between the government and an employer where the employee is not a relevant party. The employee is tied to the employer and has limited rights or mobility. It is often difficult to transition out of the visa towards permanent residency. And even in order to transition to permanent residency, the employer needs to sponsor it in most cases. It's just a very exploitative model.
