Australia did a great thing, they introduced fishing licenses and used the money to buy the majority of commercial fishing licenses. This made recreational fishing much more productive and enjoyable and made the oceans much much healthier. I believe spearfishing, if done right, is the most humane way of fishing. It allows one to be selective and take only what's required.
