My main concern is risks to the construction workers and those involved in supply chain. I doubt such asphalt would pose a problem for the general public.
While such a road would emanate toxic radon gas, would that be any more harmful than the average home crawlspace exhausting radon into the atmosphere? At least the radon would not be trapped inside of homes where people live.
