Once you PAYG, your usage pattern changes. You wouldn't do the same "wasteful" pattern as with the flat pricing since you are concious that you pay every second/kilobyte/meter of it. This dynamic is pretty complex and it's not at all clear that your argument holds even with the dynamic considered.
