In some businesses, a good manager could almost fill out their staffs timesheets a week in advance, by themselves. Conversely a lazy manager sometimes uses timesheets as a substitute for the basic management principle of oversight. A hostile manager will use timesheets to construct narratives. One key way of being "managed out" is to be deliberately deprived of work for a period, and then have your timesheets later brought up as documented proof that you are unproductive / shirking work / ..... (and Yes, it was Great Fun finding that out the hard way!) ;)
