I would think that undoing the decree would involve inducing Spanish (or those desiring to emigrate to Spain) Catholics to convert to Judaism. Which would be odd public policy; but OTOH would make a fine premise for a very funny Adam Sandler/Sacha Baron-Cohen movie.
