The reason Hong Kong pushes crypto is because their tech talent, or lack of, can't compete against Silicon Valley nor Shenzen/Beijing.
Hong Kong wants to build a tech scene but the regulators there have no clue on technology. So they simply latch onto buzz words such as IoT, blockchain, AI, etc. In addition, Hong Kong is very much a financial center, so their workforce is interested in trading/exploiting crypto.
