After the FCC's 2003 Triennial Review, I where they said 'well, fiber is expensive, so we'll override Congress & say fiber is exempt from Section 251, and end Unbundled Network Elememts' (Local Loop Unbundling), it's hard to be excited about stuff like this.
This should be something hopeful & exciting. But instead of a healthy competitive market, we fund exploitative systems.
It's not even a comprehensive rollout. These stagnant providers receive a ton of money then just fail to roll out. New York for example is back in court over just this, but whether anything ever improves is uncertain.
