I can add my anecdotal case but it probably won't apply to most cases. Just anecdotally in my area the CARES act provided millions to install fiber. They did that and to your point maintaining a whole new infrastructure is expensive and so is my fiber. $169/mo for 500mbit. There is another telco that will be running their own fiber here soon which blows my mind as I am in a very rural area. 2 fiber providers! Maybe the price may come down a little.
