A lot of people feel way more strongly about immigration and race and there is no majority consensus on these issues. On the other hand there is a majority consensus that littering and waste is bad and we have a responsibility to protect the Earth from it. This is different from climate change which is another issue with little majority consensus. It's not about presentation, but the underlying issues themselves.
