Being sort of a PM (as a BA) back in the day for one year, I sincerely believe PM should come from engineering but with solid understanding of product too. The best way to hire a PM is to grow your own, by moving an engineer to the business side for one year (or 50-50 for one year) and then give him/her a bigger salary.
