Electric Utilities in the USA don't require incentives. The Electric Utility companies are monopolies and regulated by the State. These companies need RULES to follow, or the regulators auction off their property and sell it to someone that will follow THE RULES. Screw incentivizing this and mandate it instead. Follow the rules or lose your company.
