They've mostly been lobbing standoff weapons from inside Russia to avoid losses to AA, as they lack the SEAD capability to operate safely closer. Given the supposed shoot downs of helicopters, I can see not wanting to risk getting closer. Plus all they're probably down to dumb bombs, making it quite hard to hit much accurately at a distance.
