I don't think that's the job of project managers. They are there to keep the project within scope, schedule and budget, find the resources you need and remove distractions so that you can focus on your craft. At least in my experience, it is expected that the lead or senior software engineer deals with the requirements, identifying missing, incomplete or out of scope items and communicate any issues to the PM so they can be discussed/negotiated with the customer or end user. Some of my best PMs don't even know much about software engineering.
