AIUI that law only apply to businesses who make their employees use the software without accommodating their disablities, and customers that are required to use inaccessible platforms (e.g. only permitting refunds through a website and not in person/by mail, but the website isn't accessible). It doesn't actually require all programmers to exclusively ship their apps with frameworks with accessibility features. (IANAL)
