I've heard plenty of non-technical users complain about ads that they think we're shown based on tracking, most often the complaint is concerns of the use of an idle phone's mic. I've also talked with non-tech people about how the tracking and data mining world actually works, I've never had someone say "so what?". It may simply be that non-tech people aren't as aware of what the tracking does based on ignorance of the problem, not a genuine acceptance of the practice itself.
