They mention that the legacy system was scaled vertically and expensive. Sometimes a complete re-write makes sense. Some companies spend hundreds of thousands of dollars a year for terrible CMS websites. I've seen this situation 3 times in my career and for all three a re-write was the best long term option when balancing all the pros and cons.
