Before the 20th century, local rulers knew this very strongly and invested in water projects. (It's the reason why they never valued capitalism, because it bordered on wasteful.) After 20th century, the number of water projects started decreasing. And more investment was made in addressing possibility of conflicts and wars. The world has taken a terrible turn.
