Misleading title. Lazy reporting by Reuters.
The H1B visa process through USCIS isn't changing. Currently you have to visit a US embassy and get your H1B "stamped" on your passport to re-enter the US. Otherwise you can't enter even if you were issued a valid H1B visa by USCIS. Why they've separated out visa issuance and the stamping on the passport is anybody's guess.
They are just starting a limited pilot to let you get the "stamping" by mailing your passport to the state department.
This is still very much welcome as the majority of indians have to be on H1B for decades and the visa appointment system in US embassies is really messed up.
If there is an emergency situation at home in India, you're forced to choose between your parents and your livelihood since you can't re-enter without a stamped visa.
It really shouldn't be this hard to follow the law.
