Starcoder has this (imo stupid) openrail "responsible AI" license where you agree to not break the law with it, in order to satisfy the egos of the people that released it. And they claim to collect personal information in relation to that iirc. Huggingface doesn't require login for lots of models, though e.g. for stable diffusion I had to log in in the past and I don't anymore. And I've downloaded various llms without logging in.
