I recall in the 80's similar things playing out by mail (in the US) directed at my grandmother. She received a large variety of scams. Some were completely illegal. A lot were "send us money, we'll fix this political issue" -- some from the usual suspects AARP, Republicans, Demoracts, etc... But others were from places that sounded like brand names and I'm sure most of them provided no benefit or action and were straight up taking the money. After seeing that, nothing really surprised me as far as someone's willingness to prey on another.
