It's all to stop bad actors.
- red-iron-pine 3y agoYeah that's basically it. Risk vs. reward, and there is probably a way to make it work, but what's the payoff? That said, a bikeshare should be able to help tourists / be low-effort. Otherwise I'll just uber.
