Baltimore's Light St. / Cross St. area is a ghost town compared to what it was 10 years ago. Why? Because nobody can find parking. Roads are routinely blocked by delivery drivers who cannot park, while school and other public lots are empty but "restricted" on the weekends. All the businesses there are suffering as a result. Ending free parking may work for New York, but certainly not all cities.
