I now saw it several times of when they needed a DevOps team, what they meant is what I think is different from the typical sysadmin. For doing the change itself on the Salesforce platform is easy, but in the end everything has to be merged, deployed, etc. The new DevOps teams are doing that stuff. They're not concerned with the dev part of the change, but all of the deployment/release tasks around it. This is actually novel for a lot of organizations, because their pipeline was so much simpler, e.g., a three system architecture, where every project deployed to one test system.
