Service providers either have safe harbor, or they have to fret/worry-about/vet everything that happens that they host. Banning 230 protection for generated content is not really any different than destroying 230 outright. A service provider goes from being in a state where it's safe & ok to provide service, to one where they are on the hook & have to inspect all content. Either these law makers are the stupidest most ignorant pieces of shit (Hawley... Ok, maybe) or this is a backdoor attempt to wreck 230 by tapping modern outrage.
