The business model is completely different. Megaupload paid uploaders and charged money from downloaders. So there was incentive to upload popular pirated content to earn money. Google doesn't do this. It charges money for storage space and doesn't pay anything to google drive users. There's zero incentive to share pirated content through google drive.
