This thread is like a team of scientists from an advanced spacefaring civilisation stranded on a stone age planet and discussing out how to start a fire with their tricorders Ok a bit tongue in cheek :P But honestly for most things you can use a web server in a language of your choice and spit out HTML. For the HTML design there are templates and frameworks responsive out of the box (bootstrap etc). If you need any in-page wizardry there are well documented javascript libs you can drop in. This approach still works for most applications.
