A TWSBI Eco with a medium nib or maybe a Pilot Prera in fine would be a good start for anyone, both under $50. Maybe a Pilot Kakuno since they are under $20. Lamy Safari are often recommended, but have a forced grip pattern due to the shape of the barrel. Pilot Vanishing Point is going to be the best for retractable, but at just under $200-- it isn't super practical, although it will last a lifetime and Pilot will typically warranty them for free/cheap for the life of the pen. A Majohn A1 or A2 is close enough for 10% of the price if you want a retractable fountain pen.
