Many Russian (or ex-USSR in general) economists would firmly answer 'No'. But again, USA economy is not post-USSR countries economy. In fact I was surprised when Canada announced that they are rising rates to combat inflation. But then again, is Canadian economy behaves like USA? I think the answer again 'No'.
