Ukraine, unlike Russia does its best to only target military installations and military outposts.
I'm not so sure.
As resourceful as you are -- I suggest you do find a way to pull up the NYT article, and other reports on the situation in Shebekino / Belgorod. Initial reports do indicate that the "rebels" are to some extent deliberately targeting civilian infrastructure -- with the goal of creating maximum chaos, and maximum embarrassment for (and internal outrage directed at) the Russian government (in their inability to respond). Per the article:
Shebekino is a ghost town after days of shelling. Perhaps a thousand residents linger on. Last week, they included a single man who dragged twisted metal onto the sidewalk in a forlorn cleanup effort.
It is, after all, an offensive operation -- and it is extremely difficult to imagine this kind of stuff not happening. It also makes sense that Kyiv doesn't want to be seen doing these things with own hand -- and so instead sent a fake "rebel" army over the border to do the job. "Do what you gotta do, but don't overdo it. Moderate-scale terror, and single-digit civilian fatalities only, please" one imagines them being told by their handlers.
None of which supports the overall narrative of the other commenter in this thread, of course. Or that of any of the other trolls and sycophants who post regularly here. Russia's atrocities so far have been on an entirely different scale, and are far more calculated and deliberate than what the Ukrainians are doing.
Still - the Ukrainians aren't angels, and there's no reason to pretend that that they are.
