People like to bandy about the fact that tipped employees have a minimum wage of $2.13/hr without also mentioning that the employer is legally required to make up the difference to meet the $7.25/hr minimum if tips fall short of that amount. Of course, not all employees know this, and some employers take advantage of that fact. But that's an enforcement issue, not an issue of a lack of legislation.
