Not an exact answer to your question, but where I work we've been using OKdo Rock 4C's [1] in place of Pi 4's, since they seem to be impossible to get. From what I've heard from the people that are using them, they seem to be pretty decent, but unfortunately not quite a simple drop-in replacement.
