any opinion on why Apple isn't dogfooding this by allowing their software and non-hardware teams to work remotely? Seems like that would be one way to prove it

  They only just announced it and had many details well hidden prior to launch. I think over the next few months, they’ll definitely have Apple staff using it around a controlled office and then later from home. At this point, I doubt they’d be letting them off campus.

  Up until now, they most likely didn't allow it outside the building.
