Laughing my tail feathers off. This is so ridiculous it might actually be a decent idea for some specific use cases. I grew up on a small scale (high triple digit hens) chicken farm and think this could be useful for urbanites with a few birds. It could prevent them from getting through fences and protection - might also be good for aggressive roosters. Edit: I don’t have any qualms with clipping wings but do find it sad to prevent the animal from leaving the ground.
