Flares fired in a city for non emergency [1] and hoax calls should if anything be investigated as pranks [2]. Very few people these days lack a video camera in their pocket. There is no excuse to not have pictures and videos of the purported aliens so dispatch knows what they are searching for. Las Vegas city government and all the casinos have a myriad of cameras around the city so it should be possible to find out who fired the flares or at least where they were fired from.
