Communication from executives is just like communication from politicians. It's designed to get the outcome they want, to manipulate, to make the strategic commitments they want, avoid those they don't, hide the things they don't want you to know yet, play to 40 different audiences etc.. On one hand I get why they do that, on the other hand it's made communicating with these people or believing them completely impossible if you just want to know what they think or what their plans are.
