I guess I can understand why but by having its own entirely new OS could be (emphasis on could, not saying it will happen) what sinks this. Not even iPad started with its own OS, it was originally iOS and then just forked off into its own thing which was still very similar to iOS, even to this day. Though maybe thats what they wanted to avoid. iPadOS sits in an awkward position between MacOS and iOS, maybe Apple wanted to avoid a repeat of that.
