I'm really sceptical about how well this could work. The 2.4GHz band is very busy. Every town has thousands of wifi access points transmitting beacon frames nine times a second. Every town has microwave ovens that leak a couple of watts when operating. Even with narrow beam forming on the satellites, from the sky the bluetooth channels will continuously have lots of transmissions colliding with each other.
