We don't really know the intent of people as lawyers are quick to tell us, but I can guess, off the top of my head:
- They are surprised at the ways people have come up with to misuse it and don't want to get blamed
- They didn't expect it to progress so fast so there's not as much time to think about the problems as they thought
- They have interests with corporations in the lead that would like to inhibit competition
- They have mental health issues that make them fearful and paranoid
- They are micro-dosing LSD and other drugs and no longer see reality clearly
- They believe in the science fiction idea that an AI will wake up and become conscious and decide it's best course of action to save the planet is to kill humans
- They don't believe AI will become conscious and malicious, but it's super-intelligence will make it impossible for less intelligent humans to manage safely
- They are hyping their products to the general public so people will both be afraid and excited and more likely to open their wallets
- It's often said that reality has a liberal bias, so AI trained on real data will have a liberal bias and they think that's "woke"
- Some combination of all of the above
