Not a lawyer, but my understanding is that for anything posted to arxiv the original authors still hold the copyright - thus allowing them to publish a version

Not a lawyer, but my understanding is that for anything posted to arxiv the original authors still hold the copyright - thus allowing them to publish a version in a peer-reviewed journal or conference. You would need to contact them.
