One option I like is that a water-dwelling species on our planet is sending out probes. Why now is explained by climate change heating the oceans. It explains why probes are visible, they aren’t trying hard to hide or not good at it. It doesn’t explain how good they are at flight, but maybe they discovered anti-gravity and wonder why we haven’t. It even explains why government hides it, since we wouldn’t believe it, and they don’t know what to do. I would expect advanced aliens to hide completely or be very obvious.
