Someone here came up with the idea of Government ownership. First fine, 5-10% non-dilutable ownership that the Government can't divest for 10 years. That punishes the owners and adds the headache of having the Government now in-house instead of outside looking in. Keep it up and ultimately the Government holds a controlling stake in the company to force compliance.
