I feel like this is such an antiquated take that people think it's novel again. If you told the guys on the Manhattan Project that in 80 years the next big threat to humanity would be AI, I think their first reaction would be, "then we had better be the first ones to get there". The assumption in an arms race is that it's all about who is holding the bigger bomb at the time. It's only after decades of scifi and Hollywood movies that people thought, "oh, we could accidentally create a bomb that wants to kill us all". Both are true.
