IANAL, let alone a Dutch lawyer, constitutional or cybercrime expert. My reading of the intent of this legal change is that if a hacking group distributes malware, then that malware can be an investigative target even if it is on a victim's systems. I don't understand the need for less oversight than is currently the case - that seems like a worrying and retrograde step.
