Based on my family's experience with eldercare, I'd lump in the local and state governments of Sun City AZ too. Given the history of that place, I'd've assumed they'd be far more proactive at protecting elders. And then there was a recent Nevada case of a judge in cahoots with some lawyers, together bilking 100s of families. So given the lack of oversight these days, I assume that kind of scam is widespread.
