Paid restitution also. Everybody knew that war with Japan was coming. They refused to consider where it would start. They had several examples for harbour attacks from us and uk actions and Japanese history demonstrated its use. The military seemed unable or unwilling to shift to war thinking without strong coercion (Pearl Harbor, MacArthur’s planes in the Philippines). Reams and reams of pages have been written about this and it’s sorta unbelievable that the us could not handle war in 1941 given that it started in Asia in 1931 or 1937 in China and 1939 in Europe
