that's configurable in preferences / under the hood / privacy (the "prediction" option - see https://support.google.com/chrome/bin/answer.py?hl=en&answer=114836 https://support.google.com/chrome/bin/answer.py?hl=en&an...) i have all those disabled and chrome still appears fast to me.
