I eventually resorted to installing NoPhoneSpam[1] on my phone, and setting it to block all phone numbers not on my contacts list. At first I had doubts that it may prove disruptive, but it was surprisingly easy to adjust to after adding my doctor's number to my contacts list (which I should have done before).
